Regulation of Energy Efficiency in Private Sector Houses Working Group

Role of the group

Improving the energy efficiency of existing housing is an essential part of tackling fuel poverty and climate change in Scotland.

The REEPS Working Group has been looking at issues including measures to improve energy efficiency; attitudes and behaviour in relation to energy efficiency; the relationship between incentives and regulation; and the wider impact of regulations on the housing market.

Consultation was due to take place in 2015, as set out in the Sustainable Housing Strategy.

However, with the uncertainty caused by a raft of UK Government announcements over the summer of 2015 around funding for energy efficiency and renewables, we took the view that it would not be appropriate to consult with the public on proposals at this time.

Ministers are committed to consulting on minimum standards in the next parliamentary session, and we are continuing to work with stakeholders to further refine proposals for consultation.
