Changing WordPress into a Framework would be cool for many and would also kill the very reason why WordPress has become so popular: how easy it is, also for non-experts, to extend it and work with it.
There are already tons of OOP Frameworks that do a great job, do we really need to turn also the, pretty much only, one platform that is actually approachable even by web designers, and frankly already great, into yet another complex machine?

I agree with grezvany13. Performance matters! I have been guilty of producing websites loaded with plugins. And I have always been wondering why so many of them load just too much code each and every time...

Since WordPress cares about backwards compatibility AND still supports PHP 5.2.4, this won't happen until and unless they decide to break backcompat.
The Zend Framework works for me very well too. Hope we get some updates soon. Cheers
