Controlling users in Multisite

   Hello everyone.
   Controlling all the rights that users have.
   EXAMPLE:
   User1 has a side he is admin on. and has no closed sides as the plugin Page Restrict.
   But user2 on his side. He can get to user1 closed sides.
   Someone who can help me to close the small problem. That it is only the ones on the side as you are a user of that too only saw it as one can get to.
