Yes. Ideally wordpress should. But unfortunately it is still missing. May be in some future releases they add the feature to the core itself :)
The feature is in core, however right now , because it won't work for everyone, it's disabled for all but minor WP upgrades. The end goal is for themes, plugins, and major WP versions to auto update. We will get thee eventually.
For now, use the plugin which only activates those hidden, disabled, features :)

It is a good idea to have automatic updates. My suggestion is to have the option to turn it on and off by plugin, theme, etc. For example, a broken plugin can ruin an entire site. In this case it is better be of a former version.
Automatic updates, can cause issues to some websites, not all plugins will be compatible with newer versions of WordPress. I would like to see updates categorized by severity. Then a email goes out to the admin, that there are updates available.

Automatic update plugins i think is not a very good idea. Not all user want to try a new version of Plugin just because they are so familiar with the old version. And some time as @leethompson said, not all plugins will be compatible with newer versions of WordPress.
Let the admin of the site decide whether or not update some plugins still a good ideas.
