This is plugin functionality, not core. WordPress is a blogging platform, not an image editing application.

WordPress is in desperate need of a way to caption images. I've been looking for 2 weeks. It isn't image editing to describe a photo, or explain it, or give credit to the photographer or cartoonist.
I have a PHP script I've developed a while back to do just that. I've switched around my rewrite directives so that anything that comes from a specific folder is piped through the script. At the moment, I have little motivation to integrate it into a widget or plugin, but I have no problems sharing the script if others want it. I must point out that it only works for jpegs, because thats all I care to use, and that it will accept an arbitrary watermark in PNG format (just adjust the alpha value to make it partially transparent) and ur good to go.
