Are you running an MU-type network, or do you mean you want the administrator to be asked to choose a theme when setting up a site? Or, are you a WordPress.com user, and want it included in the registration flow there?

For regular self-hosted installs, this would not be practical, since asking someone to browse hundreds of themes before starting their site is an unnecessary barrier.

If you're running an MU network, you could use a plugin to make theme selection part of the registration flow.

If you're on WordPress.com, this is the wrong place to suggest it. Try the WordPress.com support forums.
