From what I can see, they're using a one-forum setup (Ideas) and each new post is a new idea. Tags look to implemented exactly the same.

The only major difference (outside of design) is the sidebar stuff:

* You haven't rated
* Implemented
* Under Consideration
* Addressed by plugin

I'm not sure if they're using plugins or custom scripts for this.

I'm working on a new major WordPress project that will have a similar interface, but I haven't worked out all the details yet.
