This report uses Growing Up in Scotland data to assess a) how early learning and childcare (ELC) use and provision in Scotland changed between 2008/09 and 2014; b) whether there were any changes in 5 year olds’ developmental outcomes, and c) whether there was a relationship between ELC use and 5 year olds’ development.
This report a) explores the impact of the expansion of government funded ELC after the 2014 Act; b) provides learning to help the implementation of the further ELC expansion to 1140 hours per year by 2020; c) provides a baseline for monitoring and evaluating the extent to which the expansion to 1140 hours is achieving its aims, as it is rolled out up to 2020 and beyond.
