Regional Selective Assistance (RSA) reports
Our Regional Selective Assistance (RSA) provides investment to projects that will directly result in the creation or safeguarding of jobs in Scotland, helping to ensure Scotland’s economy remains globally competitive.
RSA is a discretionary grant scheme, so there are a number of criteria to be met for an application to be successful. The amount offered depends on the size of the business, location of the project and our assessment of how much is needed for the project go ahead. Both indigenous and foreign companies can apply
We publish one report each quarter, which includes:
- Accepted offers - grants offered and accepted
- Payments - how much and to which company money has been paid out
- Recoveries - any recoveries from companies that have received an RSA grant
We also publish an RSA annual summary at the end of each financial year.

2013-2014
Key highlights:
- 117 offers of RSA were accepted, totalling over £52.5 million.
- These offers relate to projects with planned capital expenditure of over £267 million and the expected creation or safeguarding of 6,161 jobs.
- 12 offers accepted of £1 million or more were accepted.
- SMEs accounted for 85 (73%) of the accepted RSA offers, totalling almost £18 million.
- These projects involve planned investment of over £66.6 million with the aim of creating or safeguarding 2,368 jobs.
- 32 of these offers, totalling over £6.2 million and aiming to create and safeguard over 1,070 jobs, were for our ‘Tier 3’ RSA grant aimed solely at SMEs.

Key highlights:
- More than 80% (97 of 118) of offers went to small or medium-sized enterprises operating in Scotland
- Almost half the total funding offered (£20.2 million from £43.3 million) also went to SMEs
- Almost 40 percent (£16.6 million) of the total funding offered went to indigenous firms
- RSA will be used to create or safeguard up to 4,766 Scottish jobs - 1,790 of which are with Scottish companies
- More than half of the planned capital expenditure generated by RSA last year came from foreign-owned companies, as well as more than half the jobs expected to be created or safeguarded

- These offers relate to projects with planned capital expenditure of over £214 million and the expected creation or safeguarding of 3,518 jobs
- There were 6 offers accepted of £1 million or more
- SMEs accounted for 61 (70 percent) of the accepted RSA offers with total grant in excess of £15.7 million
- These projects involve planned investment of over £57.3 million with the aim of creating or safeguarding nearly 1,700 jobs

2010-2011
Key highlights:
- 55% of the offers were made to Scottish owned companies. This included an award of £630,000 to James Callander & Son Ltd in Kincardine, Fife and an offer of £600,000 to the BenRiach Distillery Limited for a project in Newbridge, Midlothian.
- 68% of accepted offers were to SMEs, with a total grant of £14.8 million and the potential to create nearly 1,500 jobs.
- In total 11 offers of over £1 million were accepted. The largest offer of £7 million was to HP Enterprise Services UK Ltd to set up an IT Services Hub in Erskine, creating over 700 jobs.
- There was also support of £6.6 million to Barclays Bank Plc to expand its investment banking and wealth management divisions in Glasgow, creating 600 new jobs.
- As part of a wider package of public sector support, online retailer Amazon accepted an offer of £1.4 million to support the creation of nearly 700 jobs and the safeguarding of 80 more, at its new fulfilment and distribution centre in Dunfermline, Fife. This was in addition to RSA to support the company’s plans to create an additional 200 posts at its fulfilment centre in Gourock.
- In total 114 RSA awards were accepted in 2010-2011. This was an increase from 107 in 2009-2010 and 88 in 2008-2009.
