Overview

Scottish Procurement has placed a framework for the collaborative purchasing and delivery of wood-pellets.  This framework will contribute towards the growth of renewables in Scotland.

What is in scope?

This framework will cover:

• Wood fuel in the form of pellets

What is out of scope?

The term Biomass covers a wide variety of fuels derived from varying sources, only wood fuel pellets is in scope, the following are out of scope:

• Purchase of boilers only
• Biomass wood chip
• Landfill gas 
• Sewage gas
• Waste combustion
• Animal biomass
• Plant biomass
• Liquid bio Fuels

Who is this available to?

• Central Government
• Health
• Local authorities
• Universities and colleges
• Third sector

Note:  It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so.  Entitlement can be established from the terms of the OJEU advert and guidance on this can be found in annex A of Scottish Government Guidance on Framework Agreements.  If there is any doubt, legal advice should be sought.

• Reduction in carbon footprint and subsequent reduction in public bodies Carbon Reduction Commitment (CRC) payments
• Fuel cost savings compared to oil 
• Standardised pricing formula through a common index which will ensure that wood fuel is priced on a consistent basis across the Scottish public sector;
• Standardises terms and conditions, information reporting etc; consistent contract and supplier management across the public sector
