Improving the energy efficiency of existing housing is an essential part of tackling fuel poverty and climate change in Scotland.

The REEPS Working Group looked at:

• measures to improve energy efficiency
• attitudes and behaviour in relation to energy efficiency
• the relationship between incentives and regulation
• the wider impact of regulations on the housing market
