Existing Council Regulation (EC) No 322/97 of 17 February 1997 on Community statistics is that "Community statistics shall mean quantitative, aggregated and representative information taken from the collection and systematic processing of data, produced by the national authorities and the Community authority in the framework of implementation of the Community statistical programme."
4. Background data and notes (e.g. on methodology) are not official statistics as such but are for the most part covered by the same standards, although they are released in different ways.
5. The UK Statistics Authority's functions in relation to Official Statistics include promoting and safeguarding the quality, impartiality and comprehensiveness of Official Statistics through the Code, the designation process for National Statistics and through other means.
6. In the Statistics & Registration Service Act 2007 devolved statistics are specified as
(a) statistics which relate to matters in Scotland which are not reserved matters, unless produced for reserved purposes
(b) statistics which relate to reserved matters if produced for devolved purposes
(c) statistics produced by cross border authorities only if the statistics relate wholly to Scotland
