Increase the number of new homes

DESCRIPTION:

The indicator measures additions to the supply of housing. Housing supply includes public and private new house building; conversions of existing buildings to housing use; and refurbishment of dwellings.

Statistical returns by councils to the Scottish Government; and information from the Affordable Housing Supply Programme (AHSP).

Published data are National Statistics and are published by Scottish Government.

Information on each component of the indicator will be published in September of each year on the Scottish Government website in the annual web based Housing Statistics for Scotland publication.

The indicator is the sum of the various contributions to new housing supply: Private new build, Housing association new build, Local Authority new build, Refurbishment and Conversion.

Data on refurbishments excludes refurbishments of privately owned properties which do not receive funding through the Affordable Housing Supply Programme. There is no data available for this type of refurbishment.

DEFINITIONS:

New house building: houses completed by or for housing associations, local authorities or private developers for below market rent or low cost home ownership; houses completed for market sale by private developers.

Refurbishment: houses acquired by housing associations and refurbished either for rent or low cost home ownership. Refurbishment of private dwellings funded wholly or partly through the Affordable Housing Investment Programme.

Conversion: new dwellings created by conversion from non-housing to housing use, or where larger dwellings have been divided into smaller dwellings to give a net increase.

BASELINE AND PAST TRENDS:

The baseline year is 2006/07 as this is the last data point before the start of the first term of the current administration. The baseline figure is 26,413.

This evaluation is based on: any difference within +/- 1,000 houses of last year's figure suggests that the position is more likely to be maintaining than showing any change. An increase of 1,000 houses or more suggests the position is improving; whereas a decrease of 1,000 houses or more suggests the position is worsening.
