Overview
A framework agreement for the provision of banking services for the central government sector went live on 1 July 2014 for a 4 year period.

Merchant acquiring services are not in scope of this new framework agreement.
Who is this available to?
Central government
Scottish Government and central government collaborative partner bodies must adhere to the Scottish Government Finance Manual. Use of this framework enables bodies to adhere to and access good practice guidance and assistance.
Full details of the services that are available under the new framework agreement and the organisations that will be able to access it are included in the Contract Notice The reference number for this framework agreement is SP-013-013.
Note:It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the Official Journal of the European Union (OJEU) advert and guidance on this can be found in annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought.

Customers will be required to secure a call-off agreement that will form the contractual arrangement between the customer organisation and the bank. The template call-off agreement is available on the Knowledge Hub, along with commercial and pricing information. Relationship managers will work with customers to develop the call-off agreement and framework managers will also be on hand to assist in the process where necessary.
