Biomass Energy Supply Agreements

Overview

Scottish Procurement have put a framework in place for the provision of Biomass Energy Supply Agreements that can include design, build, finance, maintenance and operation.

What is in scope?

This framework will cover:

  • energy supply agreements where wood fuel is the source of heat

What is out of scope?

The term biomass covers a wide variety of fuels derived from varying sources, only wood fuel is in scope, the following are out of scope:

  • purchase of boilers only
  • landfill gas
  • sewage gas
  • waste combustion
  • animal biomass
  • plant biomass
  • liquid bio fuels

Who is this available to?

  • central government
  • health
  • local authorities
  • universities and colleges
  • Third Sector

Note: It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the (Official Journal of the European Union)  OJEU advert and guidance on this can be found in Annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought.

Benefits

The benefits for public bodies using the framework is that this will:

Public sector - commercial

Reduced costs to the public sector:

  • enabling public sector bodies to take advantage of the Renewable Heat Incentive (RHI) and facilitate a move away from volatile energy commodity prices
  • support delivery of ‘A Low Carbon Scotland’ by reducing CO2 output and make savings in Carbon Reduction Commitments (CRC) for public sector bodies
  • significant fuel cost savings compared to oil (highly volatile)
  • placement of financial risk where it is most appropriately managed e.g. boiler efficiency and related fuel quality issues managed via heat purchase.

Public sector – environmental

Sustainability:

  • support delivery of ‘A Low Carbon Scotland’ by reducing CO2 output
  • contribution to attainment of the Scottish Government’s target of 11 per cent of total heat demand from renewable solutions by 2020
  • replacement of fossil fuel with sustainable wood fuel
