TEC Programme

The Technology Enabled Care Programme, announced in 2014 as a three-year £30 million Scotland-wide Programme, was established to help support the integration of Telehealth and Telecare.

The programme has five areas of work:

  • Extending the use of home health monitoring
  • Expanding use of video conferencing across all health and social care sectors, as well as growing its use for clinical/practitioner consultations
  • Building on the emerging national digital platforms to enable direct access to advice and assistance
  • Expanding the take up of Telecare with focus on prevention, points of transitions in care and dementia
  • Exploring the scope and benefits of switching from analogue to digital

The overall aim of the TEC Programme is aligned with the existing National Telehealth & Telecare Delivery Plan. It is about significantly up-scaling tried and tested approaches across the following interlinked workstreams:

Home Health Monitoring

Expansion of home health monitoring services to support the scaling up of initiatives and building on from the United4Health programme. This is being led by the Scottish Centre for Telehealth & Telecare.

Video Conference

This workstream focuses on the expansion of Video Conferencing (VC) across all health and social care sectors. This is being led by the Scottish Government eHealth Division.

Digital Platforms

This workstream explores the creation of a national digital platform framework. It will include learning from, and potentially building on, national initiatives such as Living it Up and ALISS as part of an expansion of supported self-management services. This is being led by the Scottish Government eHealth Division.

Telecare

Expansion of Telecare services, with a particular focus on

  • upstream prevention,
  • support for people at transition points of care and
  • people with dementia and their carers.

This workstream also includes the exploration and implementation of analogue to digital telecare and is being led by the Scottish Centre for Telehealth and Telecare.

Improvement Support

This is being led directly by the Scottish Government.
