In January 2005 the Scottish Government launched the first phase of Respect and Responsibility: A Strategy and Action Plan for Improving Sexual Health. The policy set out a framework for improving sexual health in Scotland and access to information and services, whilst allowing flexibility for local services to respond to local needs. It recognised that sexual health is not just the absence of disease, but included an intricate range of ethical, moral, cultural and social issues.
This allowed for the development of 'The Sexual Health and Blood Borne Virus Framework' which combines areas of work surrounding Sexual Health, HIV, hepatitis C and hepatitis B. It is a multi-agency, cross agenda approach based on five high level outcomes.
The 2011-2015 Framework was published in August 2011. It provided a joined up approach to tackling poor sexual health and blood borne viruses (BBVs) in Scotland and built on the success of the Hepatitis C Action Plan (Phase II), Respect and Responsibility, as well as further developing the HIV Action Plan in Scotland.
On September 2, 2015, the Scottish Government published the Sexual Health and Blood Borne Virus Framework 2015-2020 Update. It reports on the progress made since the original Framework was published in 2011, and outlines the specific areas of focus for the next five years.

Implementation of HIV PrEP in Scotland: First Year Report
Despite major advances in testing and treatment, HIV still has a major impact on individual health and the economy. In July 2017 PrEP became available in sexual health clinics throughout the country. Scotland was the first country in the UK to approve the provision of PrEP by the NHS.
A release in February 2019 by Health Protection Scotland in collaboration with Information Services Division reports on pre-exposure prophylaxis (PrEP) uptake and attempts to evaluate the wider impact of PrEP in Scotland since implementation of the national programme in July 2017.
