That the Parliament welcomes the acceptance by the Scottish Government that, following the unanimous conclusions reached by the Education and Skills Committee in its report, Subject choices in schools, which highlighted significant concerns regarding subject choice in many schools and their impact on hardworking teachers and young people, there should be a full review of the senior phase of the curriculum for excellence; calls for a full review of broad general education and how it articulates with the senior phase, but believes however that this review can only succeed if there is an accompanying acceptance from the Scottish Government that there are some key weaknesses in some key aspects of Scotland's school education and the qualifications structure that challenge its claim that Scotland’s schools are producing “a strong set of results”.

That the Parliament is committed to the principles of excellence and equity to underpin policy approaches to education and to improve the delivery of the curriculum for excellence (CfE), but notes with growing concern the recent analysis of CfE, including the recent publication from Professor Jim Scott, which draws the conclusion that the attainment gap is widening and highlights that there are failures in the delivery of CfE; notes in particular that these failures are imposing proportionately greater barriers to success among the pupil cohort who come from disadvantaged backgrounds, and calls on the Scottish Government to urgently address these concerns.

That the Parliament congratulates Brigadier Sir Melville Jamieson on being awarded the Freedom of the City of Perth; acknowledges that Sir Melville is shortly due to retire from his role as Lord Lieutenant of Perth and Kinross after nearly 14 years in post; understands that the award is being given for his remarkable contribution to the region’s tourism, charities and businesses in attracting a number of high-profile events, including the City of Perth Salute procession, as well as securing royal visits to the area; notes that the Freedom of the City has previously been awarded to other notable dignitaries such as the former prime ministers, Sir Winston Churchill and Anthony Eden, the writer, John Buchan, and the Duke of Edinburgh, and wishes Sir Melville all the best for his retirement.

That the Parliament believes that Scottish education should be based on the principles of excellence and equity and that all young people, whatever their background, should be afforded the best possible educational experience at all levels of the curriculum; further believes that, while these principles are enshrined in the policy aims of the curriculum for excellence, the delivery of the new curriculum structure has exposed some fundamental failings with regard to subject choice, including the inequity that exists between schools in more affluent areas and those in more deprived communities, and calls on the Scottish Government to recognise the serious concerns, which have been expressed by teachers, parents, young people and academics, and take urgent action to address these failings in the delivery of the curriculum for excellence.
