Background to the Working Group
At its meeting on Tuesday 12 March 2019 the Committee agreed that the current criteria for the referral to the Committee of Scottish Law Commission (SLC) bills were worthy of further review. The Committee agreed that a working group to consider the issue in more detail should be established and that consideration.
At its meeting on Tuesday 21 May the Committee agreed the following remit and membership of the working group.
Remit
To review the Presiding Officer’s criteria for designating Bills as Scottish Law Commission Bills which may be referred to the Delegated Powers and Law Reform Committee for scrutiny and to make any recommendations on potential changes to the Committee for its consideration.

Officials from the Scottish Law Commission, Scottish Government and Scottish Parliament
Evidence
The SLC Bill process was designed to improve the implementation rate of SLC reports. The working group will therefore consider:
- how effective the referral criteria and wider SLC Bill process have been in meeting that aim; and
- whether there are any ways in which the process for the referral and consideration of SLC Bills could be improved.
