Guidance on how and when to make a complaint about a worker or someone applying to register.
Changes due to COVID-19
We've put temporary emergency measures in place to allow social service workers and employers to concentrate on their response to the COVID-19 pandemic.
While these remain in place, we will only investigate allegations of the highest risk cases where there is a serious concern about a worker’s fitness to practise. This includes:
- sexual misconduct, including indecent images of children
- violent or threatening behaviour
- serious dishonesty, including theft abusive or neglectful behaviour towards a person using services
- behaviour that is fundamentally incompatible with registration such as serious criminal acts
- health which is not being managed and affects the safety of people who use services*.
*COVID-19 can be managed by applying up to date government advice and is not a health matter we would investigate. If a worker attends work when an employer has concerns about their health, the matter should be resolved by discussion between employer and worker.

We regulate people working in social services to make sure that you can have confidence they have the right skills, values and training to do the job. The police and public bodies can use the Employer Referral Form to refer a worker to us but may not need to complete all sections.
We consider concerns about registered workers and students or workers and students applying to register with us.
You can check if a person is registered by searching the Register or by calling us on 0345 60 30 891.
The Care Inspectorate regulates care services in Scotland. If you are unhappy about a care service, you can complain to them through their website or call them on 0345 600 9527.
