Leading economist and commentator Will Hutton will give evidence to the Scottish Parliament’s Finance Committee on Wednesday 25 January at 10am to talk about his report, ‘Review of Fair Pay in the public sector’.
The Review was published in March 2011 and sets out 12 recommendations on a range of issues including the adoption of a fair pay code, enabling public analysis of executive pay and that senior public servants’ pay should be directly linked to their performance and be explained transparently to the public.
Convener of the Finance Committee Kenneth Gibson MSP said: “Pay forms a substantial part of the Scottish Government budget, accounting for approximately 60% of resource expenditure.
"The Hutton review sets out a number of recommendations around fairness and tackling disparities between the lowest and highest paid in the public sector.
“During our recent budget scrutiny the committee highlighted concerns expressed about the bonus culture within some parts of the senior civil service and government agencies and we look forward to discussing this point, and many others, in greater detail with Mr Hutton.”

Will Hutton is the author of ‘The State We’re In’ and is well-established as an economist and commentator on the role of government in the economy, fairness in society and organisational and management principles.
He led The Work Foundation for eight years and now holds the position of executive vice-chair. He is currently the Principal of Hertford College, University of Oxford. Previous roles include editor-in-chief at The Observer where he is a regular columnist, economics correspondent with BBC’s Newsnight and a stockbroker in the City.
He was commissioned by the Prime Minister and the Chancellor of the Exchequer in June 2010 to “make recommendations on promoting pay fairness in the public sector by tackling disparities between the lowest and the highest paid in public sector organisations”.
