Practice recommendations
The Commissioner can issue a Practice Recommendation if a public authority appears not to be conforming to the good practice described by the Scottish Ministers' Codes of Practice under sections 60 and 61 of the Act.
Practice recommendations are not enforceable, but the Commissioner expects authorities to comply within a reasonable time (generally six months from the date of issue). If an authority fails to comply after that time, the Commissioner may consider issue of an Enforcement Notice.
The Commissioner issues many fewer Practice Recommendations than Decision Notices (formal notices on FOI appeals).
