The Chief Executive, as the Accountable Officer as detailed in the Executive
Framework, is personally responsible to the Scottish Parliament for properly
administrating the SSSC’s financial affairs. The Executive Framework requires
that she/he acts according to its instructions and those laid down within the
Scottish Public Finance Manual (SPFM). In particular she/he must act
according to the Memorandum to Accountable Officers of Other Public Bodies.
