ROLE OVERVIEW

The  postholder  is  responsible  for  the  successful  delivery  of  programmes  within  the  Operational  Planning Projects and initiatives portfolio. The postholder is also responsible for the overall integrity and coherence of the programmes  and  developing  and  maintaining  the  Operational  Planning  Projects  Governance  Framework  to support delivery of each individual project.

Whilst  much  of  the  day  to  day  management  projects  is  carried  out  by  designated  Operational  Planning Project Managers  and  their  teams,  the  Programme  Manager  retains  responsibility  for  the  overseeing,  monitoring, delivery  and  control  of  selected service  delivery  projects  within  the  constraints  set  out  by  Transport Scotland.The Programme Manager is also responsible for the line management of designated Project Managers, support staff and other seconded individuals within the Projects portfolio.

PRINCIPAL ACCOUNTABILITES

·       Design and  plan  the  required  programmes  ensuring  appropriate  identification  of  all  operational  planning projects and            dependencies/interfaces

·       Contribute to the development of the Operational Planning governance framework and ensure consistency of delivery approach within and across the programmes

·       Act as the day to day agent on behalf of the Programme Sponsor and report progress at regular intervals

·       Maximise the efficient allocation of resources and skills within the programme.

·       Identify, manage and monitor programme risks / issues and be the escalation point for project risks / issues.

·       Ensure  all  communication  and  engagement  with  3rd  parties is  appropriate,  aligns  with  corporate  standards  and is fully validated and recorded

·       Ensure the organisational response to formal requests for information align with the corporate position, are fully validated and are recorded, circulated, reviewed, collated and returned within the timescales agreed

·       Carry  out  impact  assessments  in  relation  to  options  for  the  development  and  implementation  of  specific  service   delivery   outcomes,   assess   the   impact   of   each   proposal   and   prepare   findings   for   further   consideration by the appropriate internal and external forums.

·       Identify,  prepare  and  submit  CVs  and  NVBCs  for  associated  projects  within  the  programme  and  act  as  the  liaison  between  the  CFL  Client  Manager  and  the  Operational  Planning team  in  the  development  and  approval of any CVs and NVBCs

·       Support Project Managers in preparing accurate costings for initiatives

·       Approve supplier and contractor invoices and timesheets

·       Facilitate the appointment of key individuals to the programmes and project teams

·       Initiate extra activities and other management interventions wherever gaps in the programme arise

·       Provide coaching and mentoring to designated Project Managers

·       Ensure project budgets are monitored, expenditure is justified and costs are analysed against forecasts

·       Ensure identification of cross company dependencies, synergies and opportunities for collaboration

·       Develop and maintain relationships with each Project Manager, and ensure the project sponsors and project teams are appropriately informed.

·       Define  and  agree  individual  objectives,  personal  development  plans  and  regular  performance  review  processes for all direct reports

·       Escalate relevant information to forum/individuals external to the programme where appropriate.

·       Encourage innovation and creative thinking in the programme and project teams.

·       Actively  engage  and  ensure  compliance  with  internal  forums,  structures  and  processes  including  CFL  PMO,  CFL risk management framework, Company Management System (CMS) etc

·       Ensure stakeholder analysis is carried out and all communications with internal and external stakeholders is managed effectively to achieve successful programme outcomes

·       Ensure  the  Programme  Steering  Group  and  Project  Team  Meetings  are  managed  effectively,  ensuring coherence with the Strategic Projects Governance Framework

·       Ensure coherence with other programmes and corporate technical and specialist standards

·       Ensure project outputs are delivered, taking responsibility for overall programme success, use of resources and initiating corrective action were necessary

QUALIFICATIONS, SKILLS AND EXPERIENCE

Essential Criteria:

·       Certified Practitioner in Managing Successful Programmes (MSP)

·       Minimum of 5 years project management experience

·       Undergraduate degree in appropriate subject i.e. business and management, information management, project management etc

·       Experience of multi-agency working and partnership delivery of projects

·       Practical understanding of the complexities associated with the co-delivery of projects

·       Effective leadership skills.

·       Ability to lead and create a clear common purpose amongst the members of the sub-project teams

·       Line management and performance management experience

·       Experience in project governance, control, quality assurance and audit

·       Experience of using information for management purposes and in setting and monitoring targets and performance indicators

·       Excellent report writing and presentation skills

·       Experience of chairing meetings

·       Experience of change management and the use of skills to facilitate change

·       Experience and knowledge of delivering effective customer-orientated services

·       Evidence of excellent communication and negotiation/influencing skills

·       Excellent knowledge of methodologies and techniques for planning, monitoring and controlling projects

·       Excellent of budgeting and resource allocation procedures and effective financial management skills

·       The ability to find ways of solving or pre-empting problems

·       Evidence of excellent written and oral communication skills

Desirable Criteria

·       Insight into the strategic/political environment CFL operates within and challenges this presents

·       Understanding of the CalMac network, routes and operation preferred
