The IT Service Desk team supports and provides the first point of contact to all internal and external customers who require an IT incident be resolved or a request to be actioned.  This is a dynamic and fast paced customer support and delivery team.  These posts have a critical role to play in ISD’s delivery of customer focused services and in how ISD is perceived by its customers.  The IT Service Desk aims to resolve a minimum of 80% of incidents at first line. These incidents cover wide ranging enterprise IT systems and services, which are offered through the Service Catalogue.  These include, but not limited to, Microsoft Office applications, hardware devices and bespoke applications.  The IT Service Desk team prides itself in providing a high level of customer service and engagement, supporting customers with their IT needs in order that they can deliver their business objectives. The 2^nd line support team are the escalation point for all issues that can’t be resolved by the IT Service Desk. They provide support & maintenance to all COPFS IT services which include, but not limited to, Microsoft Office applications, Active Directory, hardware devices, finance systems and bespoke applications.

• Diagnose and resolve support incidents and requests for COPFS’ infrastructure & applications, including laptops/desktops, IP Telephony & bespoke applications
• Incident resolution and request fulfilment of corporate applications, including Microsoft Office 365 and Windows 10
• Administration of the Department’s IP Telephony and Unified Communications solution
• Administration of Windows 10, Windows Server 2012/2016 & Active Directory
• Complete proactive system maintenance tasks & daily checks
• Respond to customers in a professional manner, keeping them up to date with the progress of their incident or request.
• Provide telephone support during extended support hours (6am to 8am and 5pm to 10pm) as well as during busy periods
• Works with colleagues and clients/users to investigate operational issues and problems, contributing to improvements in automated and non-automated components of new or changed processes/procedures, organisation and equipment.
• Investigate issues and other requests for support and determine appropriate actions to take.
• Provide correct responses to requests for support by means of for example: making modifications to system parameters, developing workarounds or site-specific enhancements, reconfiguring systems, educating users or operations staff, escalating incidents to appropriate internal teams or software suppliers.
• Ensure all work is carried out and documented in accordance with required standards, methods and procedures.

COPFS is seeking an experienced lead application architect with a proven track record to design, develop and implement COPFS application strategy and will form part of the team that will be involved in setting the strategic direction for COPFS cloud-based application development platforms and infrastructure.

As the Applications Architect Lead within ISD’s Enterprise Applications function, you will play a senior leadership in ensuring the successful delivery of digital applications and information systems, technology solutions and services that support COPFS in delivering its strategic and business objectives and in transforming the way the organisation works and delivers services to users of the Scottish Justice system.

You will provide strategic direction and supervision of all software and platforms architecture - to design, build, implement and support a diverse portfolio of case management and corporate digital applications and information management systems.

You will report to the Head of Digital Portfolio to plan, create and deliver COPFS’ digital applications and web solutions.  The post-holder will also work closely with Applications Development Manager and the Head of Enterprise Solutions to coordinate and manage all aspects of software development effort to deliver ISD’s Portfolio priorities and to contribute to solutions analysis and planning. Close collaboration is also required with the Lead IT and Solutions Architect, Head of Cybersecurity and IT Operations Manager.

COPFS ISD Department is embarking on an ambitious programme to implement a range of 'enabling' technologies to support the prosecution and presentation of cases and continue to modernise the justice sector.

To lead, oversee and ensure the successful delivery of Testing activities across our the DESC (Digital Evidence Sharing Capability) programme. This is a large scale, complex programme designed to be transformative in its ambition to modernise the Criminal Justice System in Scotland. Working in conjunction with a 3rd party market leading vendor and software solution the programme seeks to use technology to support the capture, storage, editing and sharing of Digital Evidence between and across Criminal Justice Partners. DESC is also regarded as a critical enabler for further change and transformation in this key area. The programme involves a range of Criminal Justice partners including Police Scotland, Scottish Government, Crown Office and Procurator Fiscal Service (COPFS), Scottish Courts and Tribunals Service (SCTS) and the Defence Community.

The Test Manager will work with sponsors and key stakeholders and devise a test strategy and plan. They will oversee the execution of the plan and provide a go/no go recommendation to the sponsors at the end of testing phases. A controlled testing program is therefore paramount to success and will require appropriate levels of coverage and management. Structured testing at each phase ensures the quality of the products delivered.

Role Specific Responsibilities, Activities and Duties

• Defining the test strategy, of all types and phases of testing, including entry and exit criteria, resource requirements (people, data, technology, software) ensuring it is fit for purpose and tailored to the stages of project implementation.
• Manage the production and maintenance of test plans, test summaries, and ensure test sign-off of deliverables prior to software deployment, especially in relation to any external development partner.
• Overseeing and guiding creation of appropriate testing plans and scripts and their execution for each test phase or type.
• Ensure delivery of all test deliverables as defined in Test Strategy & Test Plans to ensure coherent and consistent testing.
• Ensure any risks associated with the test strategy and system test plans are clearly documented. Manage or escalate any risks associated with the testing, taking preventative action when appropriate.
• Overseeing and management of the selection and creation of automated testing approaches/ tools to increase levels of test automation and promote the adoption of an ‘automate first’ mindset across the organisation.
• Support the implementation of a continuous testing approach to ensure that we are actively reducing the cycle time in testing, eventually allowing for continuous deployments.
• Focussing on continuous QA improvements including usage of appropriate testing tools, test techniques, test automation.
• Building and maintenance of quality standards as well as enforcing technical and testing standards.
• Lead a team of IT Test professionals. With direct line management responsibilities for Senior Test Leads.
• Mentor and advise other team members in testing practices.

• Develop and create service performance reports and real-time dashboards to communicate service level results to ISD’s service delivery manager and senior managers;
• Responsible for delivering improvements to processes for incident and request management for services offered in ISD’ Service Catalogue.
• Ensuring the IT Service Desk team provides professional and effective communications with customers, keeping them informed of incidents and requests progress, notifying them of impending changes or information on IT systems availability.
• Improve IT service delivery through analysing customer and call information and contributing to ISD’s plans for customer satisfaction call-backs/surveys.

• Experience of successfully managing an IT Service Desk
• Experience implementing training plans and preparing support teams for the adoption of new services
• Experience of managing and maintaining and ITSM Tool
• High level of people and customer service skills and the ability to interact and communicate effectively across all levels to ensure customers incidents and requests are resolved to agree SLAs
• ITIL certified and practical knowledge and experience of applying the ITIL framework and its procedures and policies to deliver enterprise or corporate IT service.
• Experience of working to tight deadlines and at pace to manage service performance and to control issues or changes to live IT systems.

• Experience of managing and developing IT Service Management tools
• Experience of developing and creating management information reports to manage and report on SLAs and KPI performance.

Salary

Starting salary would be £31,266 with the maximum salary on this scale being £35,813 subject to future COPFS pay awards. The post also attracts an IT pay allowance of £4,000 per annum.

About COPFS

The Crown Office and Procurator Fiscal Service is responsible for the investigation and prosecution of all crime in Scotland; the investigation of deaths which require further explanation; and the investigation of complaints against the police.

Information Services Division (ISD) provides wide ranging digital innovation and transformation activities to 2,300+ COPFS users located in offices throughout Scotland and to external customers and stakeholders. 

ISD is involved in a number of innovative and continuous improvement projects to support business needs and to deliver COPFS’ digital strategy aims. 

ISD supports the critical services for COPFS. Headed by the Chief Digital Officer, ISD is organised in three main groups: Digital Portfolio(incorporating Enterprise Solutions, Application Development and Transformation activities), IT Operations (incorporating strategic digital and technical roadmaps, architecture, IT operational support including the main service desk and service management and Cybersecurity and Resilience. ISD has around 70 permanent team members plus additional contractor staff based in its offices in Edinburgh and Glasgow.

About the Role

Role Specific Responsibilities, Activities and Duties

• Lead a team of Software Testing professionals. With direct line management responsibilities.
• Contribute to the development, maintenance and execution of an integrated test and release strategy for COPFS’ systems that covers regression testing of existing functionality, system / integration testing of new components and end-to-end testing as required

• Creation of automated testing approaches/ tools to increase levels of test automation and promote the adoption of an ‘automate first’ mindset across the organisation.
• You will be responsible for testing the key elements of large-scale infrastructure, digital workplace transformation and cloud migrations projects.
• Analyse high level user stories and define the test scope and compliance coverage, making recommendations for improvements and for ensuring successful and quality outcomes.
• Responsible for creating comprehensive and effective Test Plans, Test Reports and documenting testing and assurance activities to an auditable quality.
• Test script creation and execution. Ensuring all testing is delivered according to agreed quality levels and timescales.
• Bug identification, tracking, triage, and management. Contributing to triage and systems development meetings to drive resolution of issues and defects, engaging with relevant teams to ensure these are resolved quickly and effectively.
• Prepare estimates of test effort for inclusion in impact assessments to facilitate project prioritisation and scheduling
• To perform and/or manage the planning and execution of software testing resulting from changes to products, processes and systems as defined by Business Requirements, Functional and Technical specifications.
• Lead testing and co-ordination of ISD’s systems test resources to ensure activities are carried out in line with expectations to ensure quality of testing and expected delivery timelines.

• Experience across all areas of the project life cycle as a Test Analyst or Developer.
• Experience of Agile Software Development Principles.
• Experience of working with Jira, Zephyr and Confluence software systems.
• Knowledge of automated testing tools like, Cucumber/Gherkin, Selenium or similar.
• Good working knowledge of SQL.
• An understanding of the considerations and requirements for testing within a multi-site network, remote off-site access, and hosted data centre environments.
• Infrastructure testing experience or awareness of network, server and mobile deployments, Microsoft 365 and Azure Cloud migrations and Windows desktop.

• Appropriate professional qualifications, ISEB or ISTQB certification.

• Experience of Microsoft 365 Security products.
• Experience working with Java, REST Assured.
