The Crown Office and Procurator Fiscal Service (COPFS) is Scotland’s sole prosecution service.  We work with Police Scotland, Scottish Courts and Tribunal Service, Defence Agents, and other agencies to keep Scotland safe.

As digital investment continues to grow, COPFS’ Information Services Division (ISD) continues on the organisations digital transformation journey.

We provide wide ranging digital innovation and transformation activities to over 2000 COPFS users located in offices throughout Scotland and to external customers and stakeholders.

Our department employs around 70 permanent team members plus additional contractor staff based in our offices in Edinburgh and Glasgow.

We are involved in a number of innovative projects that span many technologies including cloud application development, collaboration tools and infrastructure, citizen services, the application of Artificial Intelligence and cognitive services to name a few.

ISD also supports critical services for COPFS. Headed by the Chief Digital Officer, it is organised in three main groups:

  • Digital Portfolio (incorporating Enterprise Solutions, Application Development and Transformation activities)
  • IT Operations (incorporating strategic digital and technical roadmaps, architecture, IT operational support including the main service desk and service management).
  • Cybersecurity

We work with world class suppliers on next generation interconnected digital systems and services, further developing our cloud infrastructure and services. Information is at the heart of our digital transformation aims.

General Responsibilities, Activities and Duties

COPFS ISD Department is embarking on an ambitious programme to implement a range of 'enabling' technologies to support the prosecution and presentation of cases and continue to modernise the justice sector.

The primary purpose of this Test Manager role is to lead, oversee and ensure the successful delivery of Testing activities across our Digital Transformation Portfolio. The role will also ensure existing system upgrades deliver the required functionality and meet the required quality assurance acceptance criteria. The Test Manager will work with sponsors and key stakeholders to assess the risk appetite and devise a test strategy and plan. They will oversee the execution of the plan and provide a go/no go recommendation to the sponsors at the end of testing phases. A controlled testing program is therefore paramount to success and will require appropriate levels of coverage and management. Structured testing at each phase ensures the quality of the products delivered.

Role Specific Responsibilities, Activities and Duties

  • Defining the test strategy, of all types and phases of testing, including entry and exit criteria, resource requirements (people, data, technology, software) ensuring it is fit for purpose and tailored to the stages of project implementation.
  • Manage the production and maintenance of test plans, test summaries, and ensure test sign-off of deliverables prior to software deployment, especially in relation to any external development partner.
  • Ensure any risks associated with the test strategy and system test plans are clearly documented. Manage or escalate any risks associated with the testing, taking preventative action when appropriate.
  • Overseeing and management of the selection and creation of automated testing approaches/ tools to increase levels of test automation and promote the adoption of an ‘automate first’ mindset across the organisation.
  • Support the implementation of a continuous testing approach to ensure that we are actively reducing the cycle time in testing, eventually allowing for continuous deployments.
  • Focussing on continuous QA improvements including usage of appropriate testing tools, test techniques, test automation.
  • Building and maintenance of quality standards as well as enforcing technical and testing standards.
  • Lead a team of IT Test professionals. With direct line management responsibilities for Senior Test Leads.

  • Experience of all phases of testing lifecycle including System, Functional, SIT, Regression, UAT, Non-Functional testing.
  • Experience of leading and managing testing activities in an agile Software Development environment.
  • Knowledge of automated testing tools like Gherkins, Cucumber/Gherkin, Selenium or similar.
  • Experience of using Azure DevOps/JIRA.
  • Excellent understanding of Software Quality Assurance standards and best practice.

  • Certifications in ISQTB Software Testing or similar qualification.

About the Role

General Responsibilities, Activities and Duties 

The IT Service Desk team supports and provides the first point of contact to all internal and external customers who require an IT incident be resolved or a request to be actioned.  This is a dynamic and fast paced customer support and delivery team. 

These posts have a critical role to play in ISD’s delivery of customer focused services and in how ISD is perceived by its customers.  The IT Service Desk aims to resolve a minimum of 80% of incidents at first line. These incidents cover wide ranging enterprise IT systems and services, which are offered through the Service Catalogue. 

These include, but not limited to, Microsoft Office applications, hardware devices and bespoke applications.  The IT Service Desk team prides itself in providing a high level of customer service and engagement, supporting customers with their IT needs in order that they can deliver their business objectives.

The Infrastructure & Applications Support team are the escalation point for all issues that can’t be resolved by the IT Service Desk. They provide support & maintenance to all COPFS IT services which include, but not limited to, Microsoft Office applications, Active Directory, hardware devices, finance systems and bespoke applications.

  • Diagnose and resolve support incidents and requests for COPFS’ infrastructure & applications, including laptops/desktops, IP Telephony & bespoke applications

The Infrastructure team is responsible for monitoring and supporting all infrastructure assets and configuration items deployed across the enterprise, ensuring services are high performing, efficient and effective. The Infrastructure team provides leadership and plays an important role in upgrading and optimising the wide-ranging infrastructure services that our user community relay upon to complete their objectives. 

The team influences, designs and implements infrastructure components of customer centred Digital Services to support business goals and Scotland’s justice system.  The Infrastructure team seeks to maximise the potential from new technologies, industry methodologies and best-practice to support the COPFS’ business needs and in a drive for continuous improvement and to deliver real business transformation.

About the Role

COPFS is seeking an experienced lead application architect with a proven track record to design, develop and implement COPFS application strategy and will form part of the team that will be involved in setting the strategic direction for COPFS cloud-based application development platforms and infrastructure.

As the Applications Architect Lead within ISD’s Enterprise Applications function, you will play a senior leadership in ensuring the successful delivery of digital applications and information systems, technology solutions and services that support COPFS in delivering its strategic and business objectives and in transforming the way the organisation works and delivers services to users of the Scottish Justice system.

You will provide strategic direction and supervision of all software and platforms architecture - to design, build, implement and support a diverse portfolio of case management and corporate digital applications and information management systems.

You will report to the Head of Digital Portfolio to plan, create and deliver COPFS’ digital applications and web solutions.  The post-holder will also work closely with Applications Development Manager and the Head of Enterprise Solutions to coordinate and manage all aspects of software development effort to deliver ISD’s Portfolio priorities and to contribute to solutions analysis and planning. Close collaboration is also required with the Lead IT and Solutions Architect, Head of Cybersecurity and IT Operations Manager.

You will apply your proven professional and technical skills and track-record in designing, building and implementing enterprise digital applications systems and services.  As a highly experienced IT professional, you will be expected to contribute advanced technical insight to deliver COPFS’ strategic and business goals and to contribute ideas to develop ways of working as part of ISD’s drive for continuous improvement and innovation.

The duties of the post will include:

  • Putting in place professional, robust and effective project management mechanisms and documentation to control, manage and deliver assigned IT and digital projects successfully.
  • Guide and direct project team members throughout the project life cycle, and engage with project and technical staff, stakeholders and suppliers to design, control and deliver the desired project outcomes.
  • Detailed tracking of project plans, providing status reports and other required communications to highlight progress against agreed baseline plans and to ensure project delivery transparency.
  • Substantial experience in project managing cloud based solutions.

Starting salary would be £51,668 with the maximum salary on this scale being £61,617 subject to future COPFS pay awards.

In addition, this post attracts a £4,000 IT allowance per annum.

About the Role

General Responsibilities, Activities and Duties 

The Programme Manager will lead the overarching planning activity for the Digital Transformation programme, working with the Group Head of Digital Portfolio on setting and monitoring milestones in order to keep the programme on track and within budget, managing risks and dependencies, and overseeing governance and assurance activity.

The Programme Manager will be responsible for supporting the Group Head of Digital Portfolio working with the PMO Manager as to provide high quality project management oversight and delivery across COPFS Digital Transformation Delivery Programme in support of Programme priorities and apply the Digital Portfolio project development, delivery and implementation frameworks.

Role Specific Responsibilities, Activities and Duties

  • Owning and maintaining the overarching project plan, working closely with the Group Head of Digital Portfolio and Group Head of IT Operations to monitor progress and ensure the project is properly resourced and kept on track.
  • Providing challenge and assurance around the project priorities and delivery dates
  • Participating in regular planning meetings and workshops across the team where needed to support on-going planning and management of the project
  • Maintaining the project RAID log and ensuring the project risks and dependencies are flagged and understood, escalating via project governance if required.
  • Managing project interdependencies – especially across partner organisations – and highlight conflicting issues such as prioritisation, funding, and timing.
  • Ensuring project governance meetings are performing to agreed standards and that board members and other key stakeholders have a clear and accurate view of the project.
  • Managing the reporting processes to prepare reporting, covering aspects of scope, outcomes and performance against agreed plan and benefits. 
  • Coordinating project assurance, including Digital Scotland Service Standard, in close liaison with the Digital Assurance Office.
  • Managing the balance of an agile delivery with a more linear governance process.
  • Leading delivery of the communication and engagement plan for the programme contributing to Digital Strategy, clearly demonstrating the action the project is taking to deliver COPFS Digital Strategy.
