ROLE OVERVIEW
The purpose of the role will be to provide a high level of assurance to the organisation through the maintenance of an enterprise company management system, the maintenance of a risk, issue and opportunity register, development and maintenance and execution of a risk based assurance programme and accurate management reporting on all system weaknesses.
The focus of the role is to drive improvements and support all employees in delivering quality standards and ensuring the voices of customers and stakeholders are considered in the further development of the Company Management System.
Supporting this role will be a team of 2 direct reports and use of a team of safety and environmental specialists.
The role is the point of contact for our internal audit partner
FUNCTIONAL RESPONSIBILITIES/KEY TASKS
· Responsible for the risk framework, policy and process including reporting of risk and maintenance of the corporate risk and opportunity register.
· Accountable for the performance of the Risk & QA function in ensuring the integrity, maintenance and development of the Company Management System
· Responsible for an enterprise wide, risk and compliance-based assurance programme covering all activities in the organisation. The programme to consider both internal resource and resource provided by the Internal audit partner
· Responsible for the development and maintenance of an enterprise assurance map
· Responsible for periodic testing of our emergency response and business continuity protocols
· Responsible for the maintenance of external accreditations such as ISO 9001, ISO 14001 and the ISM Code
· Development and maintenance of periodic reporting on effective implementation of the Management System, considering audit results, complaints, stakeholder issues, changes to legislation and incidents
· Manage the relation ship with our Internal audit partner
· Participate in the promulgation and embedding of the principles of risk management with the Board, Executive and all operational teams.
· Facilitate risk reviews with all areas, to ensure the risk management objectives remain in line with the enterprise risk framework and risk appetite statement.
· Attend key industry conferences and focus groups.
· Support the Audit and Risk Committee.
Leadership
· The ability to influence and effect at both strategic and operational levels in potentially challenging environments
· To be an ambassador both internally and externally for the department and Organisation
· To work closely with other departments and process owners in CFL to influence conformity with the Company Management System and encourage improvement
· To mentor, coach and develop other members of the department, proactively providing professional support and guidance.
Operational Management
· Develop, monitor and socialise leading metrics in aspects of Internal and external audits
· Pro-actively monitor the Key Performance Indicators to monitor CFL's performance in Safety, Environment, Security and Quality.
· Develop relationships with Heads of Department to ensure engagement on risk and quality assurance
· Develop and harmonise the risk management enterprise model across business and operational risk in accordance with the agreed risk framework
· Work with the organisation to identify areas for improvement, based on the reported trends and outputs of audits and investigations.
· Own the relationship with external audit organisations (MCA, LRQA, DNV, Internal audit partner) and CFL Vessels, Ports and Support Services to ensure that audits take place within required timeframes.
· Monitor and report on completion of internal and external audit actions.
· Attend key industry conferences and focus groups
· Deputising for the Department's Director their absence
Management Information
· Provide weekly activity reports to the Department Director
· Monitor and review the audit data, inspection data including the independent audit and inspection data, incident investigations and complaints for trends and weaknesses and assist operations in formulating action plans to address these.
· Provide monthly, quarterly and annual information on the performance of the management system considering accidents, near misses, investigation findings, audit findings, legislation changes, customer complaints and stakeholder engagement
· Provide monthly, quarterly and annual risk reports for senior management and board
· Create the management review report on the effectiveness of the company management system
· Drive continuous improvement within the organisation
· Keep up to date with forthcoming regulatory changes and promulgate information to the business.
Qualifications, Skills & Experience
Essential
· Quality Assurance qualification on leading an organisation's assurance assessment process
· BSc degree in Risk Management or equivalent
· Lead Auditor Qualification in ISO standards (9001, 14001 or 45001)
· Demonstrate expert knowledge and experience at senior level in the successful delivery of assurance and improvement in a complex multi-disciplinary and highly regulated organisation
· Demonstrate good knowledge and experience of managing appropriate system certification (ISO 9001, ISO 14001, ISO 45001, ISO 11001)
· Experience in participating in the development of risk management strategy and initiatives
· Can demonstrate expertise in the application of risk management, review methods and their application
· Experienced in Audit process design and management
Can demonstrate proven ability in leading the Quality Assurance function in similar size organisations
Desirable
· Knowledge and experience in working with the EFQM model
· Extensive experience of working in a related senior manager position
· Demonstrate the ability to lead and influence senior management with a strategic approach
· Demonstrate the ability to lead and coach on initiatives to ensure a proactive risk management culture
· Strong written and verbal communication skills and a persuasive and influential communicator
· Keen analytical and problem-solving skills which support and enable sound decision making/mature judgement
· Demonstrate excellent time management skills and the ability to manage multiple priorities
