NHS Scotland Workforce Polices Programme

The ‘Once for Scotland‘ Workforce Policies Programme is designed to review and transform existing workforce policies (previously known as Partnership Information Network (PIN) Policies) in line with NHSScotland’s workforce vision:

Once for Scotland Workforce policies will promote NHSScotland as a modern, exemplar employer; showcasing our core values, and promoting consistent employment policy and practice that supports the implementation of the Staff Governance Standard and effective recruitment and retention.’

NHS Scotland 2020 Workforce Vision (Everyone Matters)

Everyone Matters is the workforce policy for NHS Scotland. It supports the 2020 Vision for Healthcare in Scotland and the NHS Scotland Healthcare Quality Ambitions of safe, effective and person centred. The five priorities are:

Staff Governance

The Board is committed to ensuring that all staff have a positive employment experience in which they are fully engaged with both their job, their team, and their organisation. The Staff Governance Standard highlights the need for staff to be valued and shows that investment in staff is a direct investment in patient care.  Focus continues on monitoring activities in respect of the national Standard including:

The main priority area for the State Hospital in terms of Staff Governance performance management continues to be the pursuit of the Attendance Management target of 5% absence.

NHS Scotland Pay Rates as at 1 April 2023

The State Hospital (as part of the NHS in Scotland) is subject to NHS Scotland Pay Scales. These are detailed in NHS Circular PCS(AFC)2023/2 of 31 March 2023 entitled “Pay and Conditions for NHS Staff covered by the Agenda for Change Agreement”.

State Hospital staff also receive a high secure allowance. In line with the national pay increase for 2023/24, the new Clinical Allowance is £3,819.96 pro rata and the Environmental Allowance (for non-clinical staff) is £1,591.56 pro rata.
