Role Overview

Reporting to the Head of Marine and Safety Authority this role is responsible for providing the quality assurance function of the fleet management department across all vessel management activities providing guidance, leadership, advice, and direction. This role will manage the capacity and capability for the Standards and Performance Department to set and audit standards and ensure policy and processes are correct, continuously improved and are being adhered to through audit and collaboration with the Fleet Management Department and the Governance, Risk and Assurance team.

 

Principal accountabilities

Management of department processes should be in line with company expectations and ensuring consultation is completed with relevant process reviewers when adding, amending, deleting, and reviewing owned processes. 

 

People Management

  • As a senior manager, demonstrates the leadership behaviours outlined in the Behavioural Framework, leading by example at all times, and challenging behaviours that are not in line with company values.
  • Responsible for management of Assurance team staff, including but not limited to Staff appraisals, setting objectives, personal development plans, regular 1-2-1s, team development and regular team meetings.
  • Set up effective two-way communications with all direct reports.
  • Lead and motivate staff to provide a working environment that encourages staff to perform to or above their expected standards.
  • Set clear expectations and objectives for the team and undertake constructive and purposeful appraisals, developing staff to reach their full potential.
  • Accountable for managing all team employee relations (including disciplinary and grievance) when appropriate.


Assurance Management

 

  • Provision of quality assurance function of the fleet management department across all vessel management activities providing guidance, leadership, advice, and direction. Collaborate with the Governance, Risk and Assurance team and the Fleet Management Department, empowered to stop work where deemed necessary to ensure safety or quality of delivery of vessel management.
  • Manage the provision of technical, marine and safety specialist support across the department and the Fleet Management Department. Directing and managing the activity of the specialists to priorities set by the Head of Marine and Safety and Head of Technical Authority to quality assure the Fleet Management Department.
  • Provision of Subject Matter Expert (SME) guidance, leadership, advice and direction to support activity required to maximise safety and quality, and therefore fleet reliability and resilience.
  • Set and establish marine, technical, safety and environmental standards and operational procedures, maintain them in the Company Management System (CMS) and update when required based on legislative changes, lessons learned and to address deficiencies identified through audits, investigations and feedback from vessels and Fleet Management Department.
  • Review and create standards and requirements for vessel manning including numbers, level and training across all specialisations and ensure they match legislative requirements and document in the company management system. Over and above minimum manning levels support studies and work into establishing the manning requirements for vessels in the fleet. Drive bridge team and engine control room team organisation to align with resource management principles and internal standards.
  • Maintain and implement and audit plan to audit Fleet Management and vessels in accordance with the requirements of the ISM code as well as risk based to ensure policies, processes and procedures are being used correctly, are appropriate and continuously improved. Audit plan should address audits in service as well as in dry-dock.
  • Work with the Governance, Risk and Assurance team to feed into the company wide Assurance programme, for audit planning, audit execution, implementation of corrective action, improvements, and management review.
  • Where necessary stop work, or escalate to Head of / Director level, if needed due to quality concerns or where standards are not being met. Develop and manage audit plan of Fleet Management Department and vessels.
  • Monitor the navigational standards through navigational assessments, manage the navigational assessment programme.
  • Support the Supplier Requirements Team and procurement department with auditing and checking of technical suppliers.
  • Manage Ship Security Plans for vessels in scope of the ISPS Code and manage ISPS verification visits on board in scope vessels.
  • Maintain Fatigue Management Plans.
  • Where needed, lead or support investigations, provide independent investigation capacity for defects and issues highlighted by the Fleet Management Department, conduct more complex investigation and root cause analysis, and produce reports recording and monitoring any actions raised as a result.


Data Analytics and Reporting Management

  • Work with the Policy, Data and Information team in Standards and Performance to provide data on Assurance activities, Investigations, process effectiveness, corrective action status and supplier quality

 

Stakeholder Management

  • Support in service trials and innovation work (university and commercial research projects, CMAL trials etc.) ensuring marine, technical, safety and environmental aspects are managed and supported to successfully complete, and risk manage, trials conducted on CFL vessels.
  • Main point of contact in the department for business wide projects, ensuring that they are supported from a technical, marine, safety and environmental point of view where necessary.
  • Receipt of customer and wider business complaints, lessons learnt and issues that have technical, marine or safety impact on vessels. Establishment of actions, action owners and monitoring of progress to close out.
  • Participation and chairing in specified Operational meetings as directed by Head of Marine and Safety Authority and Head of Technical Authority.
  • Work collaboratively with the Fleet Management Department of CalMac Ferries Ltd to ensure quality of service to ferry users, and maximising Marine and Technical Quality and fleet performance, resilience, and reliability.

  • To support Continual Improvement processes and improve the processes and procedures for assurance and quality management systems, ensuring lessons are identified and learned post every event and shared and aligned with wider stakeholders.
  • Visionary thinker, able to think strategically.

  • Able to think on their feet and remain calm under pressure.
  • Any other duties as required by Head of Marine and Safety Authority.

 

Qualifications, skills, and experience

Essential

  • Minimum HND or equivalent qualification in Business/administrative or equivalent experience.
  • Management experience.
  • Experience in commercial ship operations and management, sea going Marine (Deck) or Engineering background advantageous.
  • Lead auditor in ISM or ISO 9001 standard.
  • Demonstrable experience in information and data management.
  • Proven experience in all aspects of Microsoft Office applications.
  • Ability to deal with staff and build relationships at all levels both internally and externally.
  • Proven verbal and written communication skills.
  • Strong document, data, and process management skills.
  • Ability to collate and report effective management information.


Desirable

  • Experience in quality management systems, processes, and procedures.
  • Experience in auditing and investigation.
  • Experience in data visualisation and presentation.
